I trust this email finds you well.

Hope everyone had a peaceful youth day.

We have been given the documents for the occupancy and questionnaire which the Overstrand Municipality is in the process of obtaining from each person residing in Marikana and Schulphoek. We have attached a copy for your perusal and should you have any queries/suggestions please urgently let me know so that I can take them up with the Social Compact Committee.

We attended the 2 workshops held this past week for the Schulphoek Mixed-use Development.

The Project Opportunities identified were as follows :

  • High School
  • Multipurpose / Business Centre
  • Community Hall / Conference Centre
  • Play parks for children to facilitate diversified sports activities.
  • Rehabilitation of remaining Milkwood Trees
  • Upgraded Sports field also incorporating diversified sports activities.
  • Youth / Education Centre
  • Old age home
  • Maintaining current tidal pool / swimming pool

It was delightful to see all Zwelihle and various other Counsellors attending this important meeting.

There were introductions and credentials presented of present members in the banqueting hall & MS Teams. An example of the meeting invitation was also presented and it was confirmed that Overstrand Municipality is in receipt of the majority of the signed ones.

Overstrand Municipal made some progress in inviting 4 representatives from Schulphoek who had joined the meeting.

Monday night’s meeting began late and there was a mix up of starting times.

Representatives from Zwelihle stated that although they realise that Zwelihle representatives have been given many chances to attend this process, the fact was that many Zwelihle representatives had not arrived for the meeting. There was a plea from them to give 1 more chance to these representatives to join this process.

I apologise for not updating members earlier. There was little or no progress during the previous Covid-19 2019 year and following into 2020 and the Western Cape Government Department’s ruling of no-evictions during this pandemic does the town no favours.

Vanacore SA (Pty) Ltd, part of the 'Project Service Provider(s)' - PSP team for the Greater Hermanus Catalytic Human Settlements Development’s - Schulphoek Development will be managing the Social Compact for Schulphoek.

Vanacore is tasked to handle all stakeholder management aspects, as well as beneficiary administration. Their responsibility is to be the secretariat of the Social Compact (SC) and fulfill their task as per the WCDHS policies, the Overstrand objectives as well as social coercion to which the social compact will seek to achieve.

CONTRACT NO. 2047/2019

The Contractor’s, Meyer Beton Siviele & Boukontrakteurs, Element Consulting Engineers and GAPP Architects and Urban Designers met with Businesses and Residents of High Street.

A detailed presentation was given by Hedwig Crooijmans-Lemmers from GAPP, as to what High Street will look like on completion.

Subject: Stakeholders Meeting - Premier Helen Zille

The WCBCF attended the Stakeholders meeting on the 18th of February 2019 at the Overstrand Municipal Auditorium.

Premier Helen Zille gave a presentation about the proposed plans for the Schulhoek area which would be similar to the integrated housing development project on the old Conradie Hospital grounds in Cape Town. The development would include an upmarket housing section which will subsidize the rest of the development, a subsidized rental area, RDP housing area, a retail area with parks and a reserve for the milkwoods. The idea is still conceptual and all the affected communities need to 'buy in' to the idea.
