Schulphoek Better Living Model - Update May 2021

I apologise for not updating members earlier. There was little or no progress during the previous Covid-19 2019 year and following into 2020 and the Western Cape Government Department’s ruling of no-evictions during this pandemic does the town no favours.

Vanacore SA (Pty) Ltd, part of the 'Project Service Provider(s)' - PSP team for the Greater Hermanus Catalytic Human Settlements Development’s - Schulphoek Development will be managing the Social Compact for Schulphoek.

Vanacore is tasked to handle all stakeholder management aspects, as well as beneficiary administration. Their responsibility is to be the secretariat of the Social Compact (SC) and fulfill their task as per the WCDHS policies, the Overstrand objectives as well as social coercion to which the social compact will seek to achieve.

The Social Compact for Schulphoek is still not complete as there are two missing sectors to be represented in the Social Compact namely Marikana and Schulphoek illegal occupiers, who are referred to by Vanacore as Marikana and Schulphoek informal settlements. Marikana is different from Schulphoek in that the Schulphoek land was invaded by illegal occupiers - many of which are not the entitled beneficiaries of Schulphoek. We do not support Schulphoek being referred to as “Schulphoek informal settlement “.

We do not support shacks on Schulphoek which is jeopardising the Schulphoek Better Living Model project and has already resulted in a downgrading of the project. This project would open up huge potential in securing the future economy of Hermanus, bringing much-needed job opportunities for the entire Greater Hermanus community.

The two Schools which were originally included in the Schulphoek Better Living Model are now endangered due to the illegal occupiers who have invaded the Schulphoek property. This land invasion is now to the detriment of the future of every single child currently residing and growing up in Zwelihle.

Thankfully, despite no representation from these illegal occupiers, it has been agreed by all parties that the Social Compact will proceed without these two missing sectors.

The two missing sectors were supposed to meet from 27 May 2021 until 30 May 2021 and they will announce the affirmed members at today’s meeting. It has been agreed by all parties that the Social Compact will proceed with their timelines whether the two missing sectors are there or not.

Our first virtual meeting will take place today 31st May 2021.
